The affected area has just under 400 homes, and so far officials believe about 200 need to be restored, Duggan said. Officials from the city and the Great Lakes Water Authority have promised to pay for damages and restoration for what Duggan called the "failure" of the water system.

For some families impacted by the water main break in Southwest Detroit, they are still weeks away from moving back into their homes.

On Monday, a 54-inch steel transmission line built in the 1930s ruptured in the southeast part of the city, reported the Detroit Free Press, part of USA TODAY Network. Crews had to use inflatable boats to get through the knee-deep water, which in part aided in the rescue of about 200 people.
